In the past the steam workshop used to use a different system where the game itself would download mods using an API, which I think is what It picked up the mods as they were left by the steam install. "D:\Steam\steamapps\workshop\content" has no entry/directory for "688086068", On the first run, the mod will download the required files to {STEAM INSTALLATION FOLDER}\steamapps\common\rocketleague\Binaries\Win32\bakkesmod
The only way to download and install mods for the standalone version is to get them from the downloads section of the Klei forums. Here's a handy how-to for installing mods from the Klei forums. If the mod is only available on Steam and not on the Klei forums, you may have to contact the mod creator and ask if he or she can put it on our forums.
